During the 16th Conference on International Exchange of Professionals on April 14, the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council and the State Administration of Foreign Experts Affairs held an awarding ceremony to inaugurate the "SASAC Central SOE Innovation Base on International Cooperation & Talent Introduction". Sinochem Group was among the first to acquire this qualification.
Guided by the philosophy of “In Science We Trust”, Sinochem firmly embarks on the transformation pathway towards an innovation platform company driven by science and technology. As one of the first Talent Introduction Innovation Bases, the company’s foremost task is to attract and organize professional talents, especially talents with strong leadership to join strategic transformation. To this end, Sinochem will speed up the building of various institutional mechanisms supporting talent introduction. Assisted by SASAC’s talent introduction and innovation platform, we will implement a more active, open, and effective talent introduction policy to create a favorable platform and environment for talents to develop and take initiative.
Sinochem Group is slated to introduce a number of measures to increase its support for the strategic transformation, talent introduction and innovation.
First, the Group will step up efforts in talent introduction, especially of outstanding scientific research talents, business talents and management talents. In three years, Sinochem will install chief scientists and chief technology officers across strategic business units, and add a considerable number of experts and technicians at all levels to give them greater roles in driving growth.
Second, the company will innovate business management mechanisms. This mechanism, designed to enhance influence of professionals in decision-making, is characterized by creating an innovated technological decision-making and consulting system that is sensitive to market value, accurate in judgment, forsighted in deployment and close in connection with key corporate needs. It also features an innovated spin-off mechanism to help the effective conversion of achievements between scientific research and industry and help realize the value of professionals in this process. Moreover, this initiative aims to change the management structure and organizational form so as to fully release the entrepreneurship of the professionals.
Third, Sinochem will improve talent incentive system. While consolidating diversified incentive system, the company will tailor measure for different teams, so that innovative talents have a sense of ownership from the beginning of the project and may share benefits at each stage of success. As a state-owned enterprise, Sinochem will continue to be as market-oriented as possible. Hence, the incentive system endeavors to raise sense of honor, motivate staff and align with the market, releasing efficacy to the greatest extent.
